How can I fix the pop-up flash on my Ixus APS (Elph in US)?

The camera is Canon's first Ixus (Elph) for APS (approx 1996). You can hear the motor whirring on switch on and switch off, but the flash remains out all the time (very slight movement noticeable). It's as if a gear cog or shaft in the drive mechanism is slipping. I've taken the back off but how can the camera be further dismantled to access this area? Is there a known fault for which there is a repair? Any information to assist would be very helpful.

This is a continuation of the original question.
I've been struggling to remove the front of the camera. All that appears to retain it now is the film cover opening knob. How can this be removed?
