My panasonic PV-4462 VCR will play a tape in black and white, but not color. I have tried different tapes, different connectors and different TVs, but no matter which TV I connect it to, the picture is only in black and white, sometimes the picture fades out to a blank screen with only the sound. My other VCR plays the tapes just fine.

your problems are in the circuit i mean the processing circuits... Luminance & chrominance.. there may be an IC there which deals with the chroma (color) check it out.. with your technician... dont attempt to repair yourself unless you aare proficient with repairs.. could be problems with your playback head (these were so in old models)...
