After downloading Buddy Spy, It prompt that Run time error "9" Subscript out of reach. Need help and answers.

Looks like a bad install.
Try reinstalling.
If that don't work, clear your internet cache and make a new download, reinstall.

If it still don't work, it may be:
It's not compatible with some other application.
It's specificaly blocked somewhere. Very probable if at school or at work.
