Why is my dishwasher leaving a film on everything?

I have an Electrolux Dishwasher Model no. PLDB999CC0. I noticed the glasses would have a heavy film after they were washed. Also the detergent (LemiShine powder) was not fully dissolved. I suspected the water was not hot enough and changed the heating element. Nothing changed. After visual inspection I noticed thermostat looked burnt. I changed that and the detergent not dissolving was fixed but there was still the heavy film on everything. I took everything out of the dishwasher that was removable and took out 3 screws holding another cover in place. I cleaned everything very well and ran another cycle. Still no change. Now I suspect that after the washing cycle the dishes are not rinsing. What else can I check to track down this problem?

I am familiar with the spotting caused by hard water. This is different. I do occasionally get the hard water spots but it clears up after running an empty load with a cup of vinegar. The condition I have now appears to be a problem with the actual wash or rinse cycle.

If the dishwasher has run out of the salt that recharges the ion exchange resin that softens the water, and the water supply is "hard", limescale deposits can appear on all items, but are especially visible on glassware. It can be removed by cleaning with vinegar or lemon juice, or a proprietary limescale removal agent. The dishwasher should either be recharged with salt, adjusted appropriately for the hardness of the supply water – or possibly this is a symptom of failure of the ion exchange resin in the water softener (which is one of the more expensive components). The resin may have stopped working because it has been poisoned by iron or manganese salts in the supply water.
