Check the following: 1. Is it draining the water? It will not spin until empty. 2. Is there a switch on the panel that says Drip dry & normal? Make sure it is on normal. 3. Can you hear the brake releasing & if you lift the lid you should hear it reset.
I would also add: maybe check the water level sensor that tells the machine it is empty and OK to spin, is working properly. I'd also check any tubing connecting it to the machine is clear.
