how can i fix the lack of power lost in my engine?

i drive a seat toledo 1.9tdi at 3000rpm the car loses al power, turbo doesnt seem to be activating.

sounds like the turbo has packed in, maybe a case of replacing it get it tested.I know of a couple of seat diesel turbos that have had a similar problem!
