Peugeot 206 Seat Belt Top Bolt Removal?

how do i remove the top bolt holding on the front seat belt ancorage,it has a plastic cover on it that i can not remove.

you will have to take the plastic cover off, as bolt is underneath it, it just might be fixed on tight, so try again.
