51 reg Alhambra overheating ?

The fan is not cutting in on my 1.9tdi 51 plate Alhambra , & the temperature rises as a result when stationary, is this likely to be a faulty thermostat , a fuse or something more serious

check the temp control switch, its located on radiator, unclip wiring and unscrew replace with a new switch. top up coolant loss.
