How can I fix my Toshiba TV - everyone looks like conheads?

When I turn the Toshiba on (is is 11 years old) there is a bright line horizontally accross the screen, no picture below the line, and very little picture above. After I leave it on a while, the picture starts to spread above and below the line, but never fills more than 25% of the screen, as there is horizontal dead space mostly below but above too. The top of the picture is stretched do everyone looks like a conehead.

Usually due to electrolytic capacitors in frame output circuit dried out and leaky. Think C313 is the component ref. of favorite to fail (it's usually something like 2.2uF 50V), also others in the range C312 to C316 are common. May also be due to failure of frame output IC or dry soldered joints to the IC.,common. Neither is especially expensive or difficukt for an engineer to correct, although at 11 years it is getting a bit old.
Repair estimate £35-65.
