Fixing your PC may or may not speed up your DSL connection. What makes you think that it is the PC because it usualy isn't?
First you need to understand how DSL works and ensure that all those connections are OK. First check your your internal telephone wiring. Second, if you are long way from your local telephone exchange you won't be able to go any faster anyway because that is the nature of the beast..
