How do I fix my car??

I drive a 2004 Taurus that has had very little problems over the last year and a half i have had it. granted it has a lot of miles but that is it. yesterday i went to leave for work and the break pedal was sticking, well it wasn't letting me push it down at all... so i was having trouble stopping, but then later that day the break pedal seemed to be okay.
i started out the driveway and then all of a sudden the thing wont go any faster than like 20-25 miles an hour! i keep pushing on the gas and it doesn't go any faster.. it's shifting gears just fine but it wont go any faster...
does anyone know anything that might help me figure out whats wrong with it??

I checked for the mat under the pedal and ice and all of that but it seemed to be alright. but like i said, after a while yesterday it started acting like the breaks were okay again. i was stopping fine and everything but at that point the problem is that it wont let me go any faster than 25 mph.
to be honest i dont know what petrol is so i dont know the answer to that? my car is fairly new and i havn't had very many problems with it.
about 4 months ago i had the surpentine belt replaced and the water pump replaced and some other maintence that goes along with that.
the parts you are talking about.. are they very expensive?
there is a shop just a little ways down the road but i' a little afraid to drive it there

Check that the floor mat has not ridden up and impeading the foot pedals?
If pedals not impeaded the brake problem sounds as if a servo is giving problems, the brake servo runs off the engine vacuum, this could then point to the car not going above 25 mph(thats as long as the gar is petrol) a vacuum hose or valve is faulty, causing both problems.
diesel engines use a pump to create the vacuum
