Has my turbo gone?

I have a Rover 420D Turbo 84bhp 1998 (133k) I seem to have lost power i.e when I reach 2500rpm it doesnt seem to pick up, also my MPG is now 40-42 rather than the 47-48 i was getting. Has my Turbo gone?

check circlip is not missing on vacuum actuator arm causing linkage to disconnect from butterfly valve. This can be found on the lefthand side of engine on the exhaust manifoldnev
