How can I fix my corsa brakes?

The brakes on my 1.4 GLS 16V 1998 Corsa are spongy and don't work very well. I have bled them, but there is no improvement. The pads and discs are in excellant condition and the calipers are working fine. Could it be a malfunctioning master cylinder?

with the engine at idle, press really hard on the brake pedal. Any change in idle indicates master cylinder problems. It might be one of the hoses leading to it so check those first.
