Usually have inhibitor switches to prevent starting when in gear or when blade drive is engaged. Check that connections to these switches are in place. One at base of gear lever, other may be on top of cutter deck, operated by engage/disengage lever rod or arm as both break the starter circuit. Mine usually drops the cutter deck wiring due to movement when cutting or raising/lowering.
