How do I get the blade disengaged?

I have an older snapper model 2681 and the blade does not disengage when I disengage the lever. It slows down but will not disengage completely. The belts seem to "let go" and the spring in the lever has been replaced so I don't know what else to look at. I've tried to download the manual from the snapper website but can't seem to get it to open.

Sounds like your belt is dragging or too short. Need to grease the pivot for the idler pulley.
