My Peugeot 206 Gti 04 plate horn has stopped working!?

Why has my horn stopped working? i've checked the fuses and none of them seem to be broken so why does the horn not work?

Could be the horn switch, but more likely to be the horn itself....behind the front bumper, full of water! Find it, check for 12v at the wires when the button is pressed...if ok here, remove horn, stick 12v across it to test.
