My renault clio 1.2, 2000 ,right rear wheel has seized????

For a while now when I've disengaged my handbrake after my car has been standind a while I would have to apply a little more pressure to the accelarator to start to move and then there would be this crak type noise which I assume is my brakes releasing... but the other day I dind't realize anything different and once I had driven for about 2-3 miles, I stopped I noticed that my Right Rear wheel had smoke comin from it, so once I removed my wheel I had to let the brake drum cool down first as it was extremely hot, I thereafter noted that I was unable to move the drum, I.e I deducted that either my brake shoes, calipers or brake drum have seaized. Any ideas???

I had this problem, it was that the brake shoe had come off and jammed between the drum and the mounting.
