key cards for Renault Scenic 2004?

Why does one of my key cards unlock the vehicle but cannot start the engine when my other key card can do both.

the card which wont start the engine is faulty you will need to contact you renault dealer and you will have to take your log book and order anew key card and you will need to have the key card programmed to the vehicle ,it should cost around £130 for the key card and reprogramme.
