How can I fix starter cord on Craftsman Tiller?

Starter cord broke on my Craftsman 6.5 hp 17'' rear tine tiller broke off and I need to replace the cord but it looks like it is riveted to the frame. Do I need to drill those out or is there another way to get at the cord

If your spring is not broke you should just be able to turn the wheel backwards and re-feed the line and then let go of the wheel and the spring should take up the slack in the cord. There are 4 bolts that have to be removed 2 on the top and 2 on the side of the housing. Mine broke last weekend and I have spent about 2 hours fooling with it, including drilling out the rivets just to find the spring broke and the housing that held the spring was also broke. I could not fix that.
