How can I fix my jammed 1998 Peugeot 806 bonnet release?

My bonnet release is jammed in the closed position. The cable isn't broken at the lever end, but could be at the bonnet end. Main problem is that the bonnet cannot be released to enable inspection/repair. Also, fluid levels are dangerously low and need to access!
