Unfortunately it means that the windscreen wiper motor is taking too much current. This is usually due to the motor windings shortcircuiting or an excessive load due to stiff or seized motion ( rust/mud/bearing failings etc...It might be worth squirting a few drops of fine oil into the moving parts at the bottom of the wipers just in case it`s there that the motion is stiff)). The wiper motor is usually a devil to get to as it is quite often buried in the bulkhead/dashboard area so if aren`t happy about trying to fix it yourself then it will have to be taken to a garage. Usually quite expensive though.
