Drum not rotating on Hotpoint WMA9?

Washing machine will fill and empty but the drum will not rotate. The belt is fine. Any thoughts?

Does seem to be carbon brushes, as I have released the belt and tried the motor on spin cycle and it is reluctantly turning - but do I really have to drop the motor to replace the brushes. Could they have made it any more difficult to access the motor's brushes?
