With very few exceptions hand brake fail to function because the auto adjusters on the rear brakes stop working."adjusting"the cable wil only make thing worse(expensive)Assuming the cables are not siezed or broken,u need to remove rear brakes and unsieze all working parts and reset auto adjusters.failure to do this will result in total malfunction and costly repairs not to mention mot failure.
