cold starting?

my 02 renault kangoo 1.9d wont start in the cold changed glowplugs no different new battery any answers is it electrical (relays etc)

have you checked that there is a feed to heater plugs when they are supposed to be operating-if not could be a fuse blown or timer/control unit faulty.
