is it possible that the chain could be on upside down? looks like the little teeth are on the inside

No. It wouldn't fit in the bar guide slot. It is possible to fit the chain back to front though (sort of) but it will not engage the drive sprocket correctly, and it won't cut either. The chain should be on so that it cuts towards the motor on the bottom run.
