My van runs ok,until it hits a hill, where it really struggles?

Citroen Relay van,drives well on the flat , but soon as it hits an incline it struggles to keep a decent speed even when it isnt carrying any weight. Seems to be getting worse

my relay lost all power and went into limp mode just been told its the butterfly in the manifold to do with air intake etc im picking it up tomorrow get back to me
