Hoover Steamvac F7222 900?

The brushes do not rotate :-(
As the manual sugests i removed the filter but it was clean and still do not rotate.
Vacum is fairly new, may be used 10/12 times.
Any suggestions will be much appreciated.

it does not have a seal at the dirty water bucket, the gray handle needs locks down.
