Peugeot 206 cooler fan?

When my temperature guage reaches half way my cooler fan is not cutting in angd the water from my radiator overflows. My garage have told me to try turning the fan manually to see if its seized up. The fan does turn but not freely. Can anybody give me any clues to whether I need a new fan or could it be an electrical fault. I have only owned the car for 2 months so I am still getting used to it.

Possably the water temp switch, this is located in the bottom of the radiator. These will fail from time to time and are easily replaced, but you will have to replace all the antifreeze you'll lose
