Just came across your answer on the Toro S-140 idle adjust (from 2008). Am having the same problem.

1. Right adjustment - Power Adj Screw - 7/8 turn counterclockwise.
2. left adj - idle ajd screw - 1 full turn counterclockwise
Power adj needs to be set after warm up. and in temperature it will be used. Adjusting is done by loading - pushing into snow - adj out (counterclockwise) 1/8 turn until enough power is produced.
