Can someone please tell me if I can reduce the size of my e-mail picture t?

How can I reduce the e-mail photo from outlook express to 640 x480 pixels so that I can fit it into a frame in order to try hairstyles on it. I don't have a web cam so I am trying desparately to reduce it. The make of my computer is Hewlett Packard pavilion f1523

I dont know if you have xp or not... but if you do there is an awesome image resizer that windows offers.. I use it anytime I go to email a picture. All I have to do is right click on my picture and chose what size I want it. Also, you can resize your pictures just because... you dont have to send it to an email...

But here is the page it is on... Scroll down on the right side and look for "Image resizer" And download it... thats all there is to it :-)
