how can i fix my handbrake on iveco cargo75e15?

my air handbrake will not release,there is no air present at the actuator in cab ,the air tanks are full .do you think there may be a problem with the air vavle immediately to the rear of the air dryer.

could be multi-circuit protection valve not supplying air to tank that feeds hand valve, have you checked all tanks to see if they are pressurised!
