91 honda civic front brakes locking up?

the front brakes lock up the master cylinder has been replaced three times. the power booster two times. When you frist drive the car you have little to no brake peddle after a few stops the peddle is hard and the front brake lock up

change master cylinder and slave cylinders then bleed breaks
also fit new shoes to rear and pads on front.
