Chrysler grand voyager steering vibration when turning stationery?

I got a Chrysler grand voyager 3.3L 2001 When the car is stationery and you turn the steering wheel there is a vibration coning through the steering wheel, I've changed the rack and the pump and its still there, can anyone help?
