Iveco 75e17 Eurocargo?

We have replaced front and rear pads. Now we cant get a good pedal. Pedal goes to floor. Have bled all system. No air in fluid.If we jack up the rear and run in gear the pedal is almost on the floor before the rear brakes bit. Any ideas ?
