Brake should be applying after about 3 clicks ....is brake pedal low when regular braking.? Could be just a adjustment on them but need to check brake linings also or adjust rear brakes ,,,

Could be lots of things could be lever siezed
worn shoes or pads incorrectly adjusted there are loads of things will cause this the only way is to inspect and locate the problem.
