I assume you have adjusted the mixture screw on the carb and this hasn't fixed the problem. The most likely culprit is the governor mechanism which is very easy to understand. These mowers have an air-vane governor which means the wind generated by the spinning vanes close to the recoil starter push against a plate - this is balanced by the governor spring attached to the carb. To check this out there are 3 things you mjust do:
1. Remove the cover (4 bolts) over the recoil starter. Check the vane is OK and the spring is attached.
2. Refit the cover and secure. This is very important.
3. Replace the spring from the carb to the vane.
That should fix it. Remember to turn the mixture screw in fully, then back it our 3/4 turn. Start the engine, let it warm up, then back out the screw bit by bit till the engine runs smoothly

Basically you need to have the carburettor cleaned out using a solvent and compressed air. Together with a new air filter, this will cure it.
