how do i adjust vertical so the picture is not pushed up and a blank bottom?

it appears all the people are coneheads, very short legs. this is a toshiba model cf2665k manf in 1990.

Change the electrolytic capacitors in the frame output. There's usually a 2.2uF 50V commonly fails but change the lot (maybe half-dozen) on a set that old as they will be low in value.
