how can i my electric start to work on a peugeot speedfight 2?

i have a speedfight 2 50cc as i try to start it with the electric start it sounds like it wants to start but it is as if there is not enough power. i have put a multi meter on the battery and it shows 11.8v. any ideas anyone help!!!!!

The battery voltage is a bit low - it should really be nearer 13v but it will drop as you crank the engine over. Try charging the battery up for a while and try again?
