Flymo venturer turbo 350?

Electirc motor tries to spin but can't get going.
Is there a brake mechanism holding the motor back by not releasing.
Is something else wrong?

It is probably the 'lock up' on the big pulley

I just bought a 350 Turbo compact for 99p off ebay, because it was 'making a loud noise'. On first inspection, I can see by manually turning the blade, that the impeller fan is rubbing against the under bodywork. you might do well to check that first to give you a clue.
