My Toyota Corolla E-Limited cc1498 1993 when I switched on the lights without puting in the keys I can operate my wipers and all auto electrical stuff, in other words the power is ON, and when I put the key on the parking lights are on without switching them on, what could be the problem?

Sounds almost like a shorted wire to power but I`m not familar with this car ....could be normal operation
