how to turn on automatic headlights?

i have 1992 plymouth voyager, the headlights should comes on during daytime even w/o switching it, but my van dont do it and it is a must here in canada to have daytime headlights.

Look at your fuse diagram and find the DRL fuse. It is most likely blown.
