Suspected defective electric motor on Qualcast Power Trak 4000 mower?

My Qualcast Power Trak 4000 electric mower has ceased to work. I suspect that either the electric motor is finished or the carbon brushes are worn out. The is about half an inch or slightly more left on the brushes There is electric going to the brushes but the motor is lifeless and without any noise or other humming sound. Is the motor beyond repair?

I would assume the motor is burned out with one proviso - if you measured mains voltage across the motor brushes then the motor is shot - If you measured mains voltage from one brush and another point (at the plug neutral say) then there may be a broken neutral conductor somewhere in the circuit - in the cable or in the machine.
