The newer models have a plastic bag holder with velcro to help the paper bag stay in place. Older models were just push fit. The only clip is the metal wire "U" shaped piece that holds on the cloth bag to the plastic upper tube. Make sure that is in place. If missing, the cloth bag will tend to push the paper bag away from the tube. On some of these with the problem being persistant, I have replaced the plastic upper tube with a new part.
