Why my Internet is running slow?

I switched from dsl to cable internet because i'd used cable internet at friends homes, and it was much faster. But for some odd reasons things are moving a little bit slower than anticipated, what can I do improve it?

As far as I know it depends on two things.
1.Distance from exchange.
2.Package you have although it states in the adverts those famous 'get out of complaints' words, and they are ''UP TO" so you may have 8mb but only runnng at 6-7.
