FIAT PUNTO 1998 CLUTCH?

Car sometimes wont go into gear at all, just checked brake and clutch fluid resevoir and is quite low will this correspond with the clutch seemingly not working properly??

Yes most of the time the car will go into gear when not running? There is the odd time when it hasn't but usually yes!??
