How is it that Mark's August 2008 question about his lawn mower height adjuster is under ANSWERS when there is obviously NO answer, or has someone forgotten to put the answer in?

There is no category here of ANSWERS

Answered questions have a blue filled radio button next to them and unanswered questions are clear.

Answered questions are not always answered - many are just responded to as in, "what are you talking about?" for instance.

Nobody forgets to put an answer in - people either don't know or can't be bothered.

When you say there is, "obviously NO answer," I'm sure you're wrong - a lawnmower with no cutting height adjustment is not worthy of being called a lawnmower.
