Bissell Proheat not discharging solution. What to Do?

With solution in both tanks, all tubing cleaned, all nozzles cleaned -- will not discharge solution. What do you suggest?

The owner's manual suggests that the pump may be bad - but if the hand held spray works, the pump is OK and the next possibility is that the water heater is plugged, in which case you need to take it to a repair center.
