How can I fix my vw golf's jammed driver seatbelt?

I have a vw golf mk2 1991. The driver's side's seatbelt becomes jammed as I go to wear it and is extremely frustrating. Manage to just about fit the belt round me after tugging at it for a while. Not sure how to go about fixing it.
