i changed the carbon brushes on the motor but it wont turn , everything else is ok how can i test the motor to see if its that part

Were the brushes worn? How do you know everything else is ok? Testing the motor requires a megger & multimeter (+ electrical knowlege). To run the motor safely on a bench test you would need a 0-230v variac. My advice...take the motor to a certified repairer & ask them to check it out for you.
