[1]It could be the the heating can is faulty.
[2]the thermal cutout has failed
[3]the printed circuit board is faulty.
The above components can only be eliminated by
circuit testing or by substitution. In all cases the mains supply must be turned off. The fact that the water is flowing normally indicates that the mains supply is ok.
